Abstract
The appearance of educational legal persons on higher institution is caused by
the change of management system from sentralization to decentralization or
otonomization, which is legalized in the laws number 9 on 2009 about educational legal
person. Although the idea of educational legal person is assumed increasing many
positive change for development and building education. But the expensive education
cost and its management as the elite higher institution is assumed as the negative
implications.
