Abstract

This study aims to develop a digital reading instructional module based on religious moderation
values for students of the English Education Department at Islamic Higher Education Institutions (PTKIN). The research employed the 4D development model (Define, Design, Develop, Disseminate) involving needs analysis, module design, expert validation, and limited trials. Findings indicate that both lecturers and students require digital teaching materials that not only enhance reading comprehension skills but also embed the values of national commitment, tolerance, non-violence, justice, and respect for local culture. The developed module meets the criteria of content, language, and design validity, and is considered feasible for use in reading instruction. The product is also practice and effective to be used for the students. Theoretically, this research supports the concept of value-based learning, integrating cognitive, affective, and moral dimensions to foster moderate, inclusive, and character-based education in Islamic higher education contexts. Practically, this product support to strengthen the moderate character and serve the source for learning in digital form with religious moderation values. Based on this condition, it can be concluded that the modules are usable for reading in every level of education whether it is for university students or even schools, because the product full of the condition valid, practice, and effective.
