Abstract
The problem facing Muslims today in a constitutional context is a complex one. A legal formulation is needed that can answer and solve these problems. The problem that arises especially in the context of siyasah harbiyah is about how to formulate laws on weapons and state defense. The problem in the context of siyasah dusturiyah is how to formulate Islamic law to answer legislative problems. And the third is the problem in the context of levy and customs policies as part of the context of siyasah maliyah. In this study, a literature research method with a qualitative approach was used. The data collection technique used is to collect various references to the subject matter and then classify it for further analysis by interpretation method. Based on the results of this study, it can be described that the qiyas method as the fourth constitution in Islam is able to answer the problem of its obligation to regulate the armaments and security of the state, as well as its obligation to designate people as members of the legislature, as well as its obligation to attract levies and customs taxes on imported goods entering a territory
